Delyn Kies has 31 years of experience in the environmental management field with a primary focus in the area of integrated solid waste management. Her experience encompasses a wide range of problem solving projects completed for both the public and private sectors. Her qualifications include the management of complex program planning and implementation efforts related to transfer stations; landfills; waste collection, transportation, disposal, and recycling; and waste minimization facilities/services. As a consultant and as a former solid waste manager for both Washington County and the City of Portland, Delyn has worked extensively with local and state governments and trade organizations. She participated in the drafting and legislative adoption of the 1983 Oregon Recycling Opportunity Act and the 1991 Oregon Recycling Act. She has been an active member and served in leadership positions for the Solid Waste Association of North America, Association of Oregon Recyclers, and the National Association of Women in Construction. She is also a current member of the California Resource Recovery Association, the Northern California Recycling Association, and the Marin Builders Association. She is a member and former board member of the National Recycling Coalition, serving as Vice President in 1995 and as Chair of the 35-member board in 1996.

Chris Bell, CPA is a Certified Public Accountant practicing in the field of integrated solid waste management with an emphasis in the financial analysis and operational evaluation of solid waste and recycling collection systems and facilities. He has assisted numerous public and private entities with setting collection rates, service procurement, program implementation, financial and performance audits, planning, and facility and systems analysis. In 2009, Chris reviewed the operational and financial results of over 42 separate solid waste collection companies for 11 municipalities, assisted seven jurisdictions with solid waste management plans, audited the financial and operational performance of five collection companies, and set collection rates for 284,000 residential and 14,700 commercial customers in seven jurisdictions.
Bill Carlson - Power Sales, Carlson Small Power Consultants
Bill Carlson is a consultant and former senior manager in electric power production with experience with a wide variety of fuels, technologies and plant sizes. He is experienced with independent power producers, electric utilities and cooperatives. He has been integrally involved with the deregulation of the electric power industry and the risks and opportunities that restructuring entails. He has been a spokesman for the renewable industry generally, and biomass specifically, in a variety of settings, including numerous Congressional testimony. For over 25 years Bill has overseen networks of production facilities at the vice presidential level. He has been involved in numerous business development activities during the last decade.

Mr. Bohannon is a Senior Advisor to Columbia Biogas and an innovative developer of biogas production facilities. He is also a Senior Advisor to Elevance Renewable Sciences, Inc. where he is involved in developing strategy and sourcing construction financing for repurposing distressed biorefinery assets. He is a former advisor to Pike Electric, a national provider of engineering, procurement and construction (EPC) services and Water Capital, a middle market specialty finance company.
